Besides my previous feedback about the security, I have another comment,

Is the On-Behalf-Of header necessary ?

Couldn't we imagine that if there's no such header, the secretary's
FOAF could be searched for a corresponding statement, that would be
something like :always-on-bahalf-of ? Of course, this would be suitable
only of secretaries of a single agent.
