Apparently I did not pull the latest commit from Alasdair. But I am requesting that the pull NOT be merged yet so we can easily compare the previous definition to the new proposal. I still have some concerns about the case where the named graph is not included in the timestamped graph, i.e. only the IRI that is its name is transmitted. Unless the timestamped graph is interpreted in some "context" where there is some set of known named graphs, this formulation seems to leave the semantics of a timestamped graph at the mercy of the state of the internet (for dereferencing the named graph).
