Updating meeting attendees in minutes [was: Re: Meeting minutes for 21 July 2021]

Hi Steve, thanks for taking minutes, and Jason, for sending them out.

I just noticed that some attendees were missing in recent meetings, and 
it would be good to indicate this.

Raja Kushalnagar was present at at least the last several meetings, and 
Frances Baum has been present recently I think except for the meeting 
two weeks ago.

If I've missed other participants, please let me know. Either I or 
another team member can edit the previous minutes in place once we have 
confirmation of participants.
