What about (in the "Overview" section):
<<Combination with XML data and/or schema constrains the interpretation of 
RIF formulas and give them special semantics. As a result, the semantics 
of RIF combined with XML data and schema is not the same as the semantics 
of RIF alone, even if the XML data and schema in the combination are 
empty. >>

I removed the related paragraph in section 2.2.2. altogether. 

Is that better?
