New draft of RIF+XML data available for review

All,

I have finished to rework the draft of the RIF-XML data document [1], 
according to Gary's and Dave's major comments.

I took the opportunity to add, tentatively, a proposed interpretation for 
atoms, both positional and with named arguments. If this is deemed useful, 
that part will require some more work.

Gary, Dave, you can review the document. We will discuss it atthe next 
telecon, Tuesday 29 Sept.
