I'm hoping we can decide this week that rdf:PlainLiteral is ready to
publish as a Candidate Recommendation (in sync with the other OWL CR
documents). There are several people who might have concerns about the
text, including Axel who was away last week. Still, I'm hoping he and
everyone else will be okay with it (and my sense after some weeks of
discussion is that they will be).
The document is here:
      http://www.w3.org/2007/OWL/wiki/PlainLiteral
and the diff since LC is here:
      http://www.w3.org/2007/OWL/wiki/index.php?title=PlainLiteral&diff=24324&oldid=22388
Basically, the title, abstract, introduction, and section 4 have been
replaced. The other changes are very minor (like changing angle
brackets to parens).
There is also an editor's note in section 5 about renaming the functions:
       text-from-string, string-from-text, and lang-from-text
to
       plain-literal-from-string, string-from-plain-literal, and
       lang-from-plain literal
and changing the namespace. These are obvious choices given the
renaming of the datatype, and I assume can be decided when we decide to
publish.
The SPARQL, I18N, and OWL WGs have not yet signed off on this text yet,
but I am doing optimistic, parallel scheduling. If they have problems
with it, we'll slide the schedule back as necessary.
