[RIF+XML] New version of RIF+XML document

I have updated the draft document about using RIF with XML data sources 
and XML schemas [1] to correct some of the problems raised, in particular, 
by Michael.

I also redrafted the Overview section, to make the intention of my 
strawman proposal clearer (or so I hope :-)

The correction is rather drafty, and the treatment of namespaces and IRIs 
is still very sloppy.
