We're not "freezing" thing any more, we're just indicating when they are
ready for review.  Changes made after that point should be made with the
understanding some folks will have already printed them out, or
whatever.  (For myself, I'm hopeless lost in all the safeness
definitions we've had.  Maybe we should number them?)
