XML tag naming

Hi,

Unfortunately, I cannot attend the session on XML tagging.

Here are my comments and questions:

(1) Whether we decide to use entities (i.e., &rif;iri) or namespaces
     (i.e., rif:iri), we need to be consistent. Most examples in the
     current various RIF documents are inconsistent.

(2) In each case, we need to come up with the actual entities or IRIs
     that these stand for. [My concerns are simply to know what to do in
     order to build a RIF XML serializer for BLD or PRD.]

(3) The XM serialization rules in the current BLD document do no seem to
     be consistent with the new grammar (but since the latter in bound to
     change after this F2F, I understand that this can wait).
