Balance between forcing the PR systems that do not have them to 
implement them and between the PR systems that do not have them to do 
without them.

I understood that, for PR systems, at leats, the balance was against 
having them.

So: add them back in PRD, raise an issue, and add an editor's note? Is 
that what I have to do?
