xml syntax issues

I was able to flesh out the XML Syntax Issue page [2] more, although I
wouldn't call it done.  The later sections are short on examples and
have almost no pro/con reasons.  Other people should feel free to add
some, and to point out and shortcomings and any non-neutral wording
elsewhere on the page.
