[UCR] Action 159: Translating UC6 Cases into RIF Core

Hi,

In preparation for today's discussion on translation of rules in use cases 
to RIF Core, I've translated some of the rules in the  Use Case for 
Ruleset Integration for Medical Decision Support into the pre-split 
version of RIF Core. This is modelled after Harold Boley's translation of 
Use Cases 3, 6, 8, and 10. It is at
