UCR discussion at next telecon

Allen,

We'd like to discuss the UCR at the upcoming RIF telecon, from the 
perspective of alignment with the latest BLD draft.

In the next few weeks we'd also like to discuss the Use Case examples 
that several people completed, and how they reflect the latest draft.
