RE: Clarifying paragraph regarding RIFRAF at beginning of requirements section

I made some small edits as below, e.g. linking directly to the actual
coverage requirement and dropping the final sentence (that "formulation"
process is explained in detail in section 5).

Note that certain requirements, including some of those specified in the
charter (including supporting named arguments and Horn Logic as a
semantics) are not explicitly mentioned in the list below. It is
intended that these requirements will be incorporated into the
Rulesystem Arrangement Framework (RIFRAF). The umbrella requirement,
mentioned in this section, that RIF cover the set of languages in the
RIFRAF, thus will entail the entire set of requirements implicit in the
