By the way,  I think we are way better off developing the framework in a
common forum where we can work together to recognize common ground rather
than going with two totally disconnected efforts.  That way there is a
chance the two world can work together and it seems pretty clear that an
important way for the two areas to grow is in learning to leverage each
other.

It should be an enabling technology in the sense that it doesn't prevent
those who have figured out how to mix the classes of rules (including nice
formal consistent models yet to be developed) from actually doing so.
