[RIF] Draft minutes 18 July

Hello all,

Attached is a draft of the minutes. Apologies for the delay. I have been 
away from base and had some internet connection problems.

I phoned in to the meeting on Skype via a not-entirely-reliable 
connection, and the sound quality was poor for part of the time. I have 
marked three places where I missed some discussion. I'd be grateful if 
the people who were speaking (csma, Alex, PaulaP, Michael) could help 
fill in the gaps.
