[RIF] [UCR] Summary of Coverage issues from the Straw Poll on UCR draft 20060215

Per Action #11 from the telecon of the 23rd, I attach a summary of the straw 
poll comments on coverage, embellished with some excerpts from later emails. 
My apologies to anyone whose position is improperly represented.

I am a wiki novice, and I got it wrong the first two times, so I'll get this 
on the Web on Monday.
