[UCR] List of requirements on RIF added (1st draft)

Hi,

I added to the RIFUCR document a first attempt to synthesize the 
requirements on the RIF containing:

1. List of requirements as found in the submitted use cases (i.e. list 
of all explicitly stated requirements in the submitted use cases):

2. List of requirements implied by the submitted use cases and the 
analysis of the use case categories. Duplicates were eliminated as much 
as possible and classes of requirements were introduced so as to improve 
readability:

These two are the parts of the section Requirements of the RIFUCR 
document (the first part is to be left out in the next versions of  the 
document, but I thought it might be helpful to have it at this point):
