Comments: 

We prefer an stronger focus on payment-specific concerns; some of the
out-of-scope items might be relevant problems to solve. The in-scope items
seem to overlap with existing work (wallets, identity, authentication,
identification) and although preconditions for payments, not
payment-specific. If these are considered unsolved, a payment group would
be unlikely to solve them. Reuse of existing authn/z work is suggested, and
additionally the relation with also Verifiable Credentials (as mentioned in
the intro).

Separately, coordination with ODRL can be relevant, to specify
conditions
of payment / usage after payment.
