[wbs] response to 'Call for Review: Publishing Maintenance Working Group Charter'

The following answers have been successfully submitted to 'Call for Review:
Publishing Maintenance Working Group Charter' (Advisory Committee) for
Mozilla Foundation by Tantek Çelik.

The reviewer's organization suggests changes to this Charter, but supports
the proposal whether or not the changes are adopted.

Additional comments about the proposal:
The scope of this proposed Working Group looks good, appropriate, and
valuable for the maintenance and incremental improvement of the
deliverables.

We are concerned that the name of the Working Group, "Publishing
Maintenance Working Group", is misleading to both folks familiar and
unfamiliar with W3C, since the scope goes beyond *maintenance*. We realize
this has been discussed in issue
https://github.com/w3c/strategy/issues/481, however it does not seem like
there was a broad consensus there about the name.

Thus we add our voice to those expressing concerns with "Maintenance" being
in the name (e.g.
https://github.com/w3c/strategy/issues/481#issuecomment-2541439192 ), and
request that at a minimum that word be dropped from the name of the WG. If
the WG wishes to choose a different name that does not imply only doing
Maintenance, we are open to that as well.

We believe this is more than "just a bikeshedding" issue/concern. We
believe that a misleading name of a working group goes against W3C
principles and valuing integrity in how W3C presents itself to the rest of
the world.
