Saying "other plug-in" implies that CDMs are like plug-ins. The ones deployed so far are not. Both the PlayReady CDM on Windows 8.1 and the Widevine CDM on Chrome OS are bundled with the operating system (and work with a browser that is also bundled with the operating system).
