Rather, I was claiming that the richer, more prominent members of the W3C seem to have a disproportionate influence in such scope decisions. I'm not saying that they are literally paying for influence; I don't believe that either you or the Director would stand for that. What I'm saying is that - by virtue of their wealth and influence in the industry - they appear to have set the terms of this work & the surrounding discussion from the outset. This is the 'crisis of representation' that was discussed in the article I linked to in my post.
