I recently shifted things around; keeping up a full level 3 and level
4 spec, and porting fixes to both, was too much trouble and I wasn't
actually doing it.  Instead level 4 is now a delta spec unless it's
being actively published, and a few things moved to level 3 that were
"stable" since the last level 3 publication a few years ago.

image-set() is one of the things that I shifted to level 3.
