For what it's worth, the CSS WG just added a way to handle "ambiant luminosity" media features in Media Queries Level 4 [1], and there's a proposal to merge/complement that with the "high-contrast" media features from Microsoft. Maybe there should be a joint effort here to specify the need and come with a joint solution. People from the accessibility front are still to give their opinion on a possible merge of those media queries.
