Proposing Gregory as a co-chair

Hi all,

I propose that Gregory becomes a co-chair of the CG. He's been 
contributing a lot to the CG and is working on implementing the 
1.0-draft version of the protocol, including on the testbench.

The charter specifies that we can add co-chairs without a specific 
formal process, but I thought I would check here first.
