It means that when you hit the <head> or <body> elements, if they don't
have an @about attribute, then pretend they include:

	about=""

which is taken to be a relative URL, relative to the base URL of the
document. In most cases (i.e. when <base href> is not specified) this
will be the URL of the document itself.
