In preparation to a PR for HTML5+RDFa

... we have some housekeeping to do in the spec.

- We refer to HTML5 which is only in CR, and will stay in CR for about a year. To be able to move PR we will have to prove that all references to HTML are such that they refer to stable notions, terms, algorithms, etc, only. The only one I see now that would need more explanation is the usage of the time element and the dataTime attribute; I have already contacted Mike (and talked to Philippe le Hégaret) how to handle that.

- We have a problem with rdf:HTML, namely that RDF has been delayed, and there is no way that document will be a Rec in time. I think our only way is to move the rdf:HTML handling to a non-normative section (and make the corresponding reference non-normative), although keep our test cases. (Or, alternatively, label that entry in the bullet list as non normative.) B.t.w., that may be the solution with the time element in case we experience any problems. I do not like this, but I do not see any other way to move forward.
