CURIEs: cite RDFa Core or CURIE WG Note?

Dear all,

when writing about CURIEs – not specifically in the context of RDFa –,
what should I cite?  http://www.w3.org/TR/curie (of which there is now a
recent version, to my pleasant surprise), or section 6 of
http://www.w3.org/TR/rdfa-core?
