This working group has this document as an optional deliverable. As I understand it, the aim is roughly to document the current landscape of APIs for triple stores, and if it's found lacking, suggest possible directions the W3C could advance it -- e.g. by standardising a useful API. It's somewhat unfortunate that the schedule of work for the group places it chronologically after the RDFa DOM API, given that surveying the landscape of triple store APIs could help inform work on the DOM API. Anyway, I've kickstarted an informal survey of RDF APIs on the Wiki <http://www.w3.org/2010/02/rdfa/wiki/RDF-API>. If you've got the time, it would be nice if you could add a summary of the API of your favourite RDF toolkit (Redland, Jena, Seseme, ARC, rdfQuery, etc - take your pick!) - just the basic CRUD-style operations.
