Core heart-beat publishing and public comments

it is not a formal obligation at this point but I think it would be a good idea to consider the open public comments on Core[1] and at least handle them with an answer sent before we publish (note necessarily wait for their replies). A far as I could see most of them are editorial comments and may be even moot by now. Exceptions:

- GK-3 refers to issue of differentiating between 1.0 and 1.1, something that we did discuss and decided, but I am not sure what the right answer to Gregg should be
- I am not sure how to answer to DS-1. I am not sure I understand him or I agree with him; CURIE-s, for me, are syntactic tricks and he seems to put too much into it. But, in any case, a proper answer should be sent to him...
