There are two approaches to this 1. If we keep the outstanding role of <head> in XHTML+RDFa, eg, the one setting a default @about, then your proposal does make sense. 2. However... there has been some discussions about the more generic issue around #1, and whether we should keep that. Maybe it is worth to record a separate issue on that and have a discussion. (I personally happen to think that giving this separate treatment to <head> is a mistake. But that may only be me.) Ivan P.S. We should not touch the FPWD for this, though.
