Resolved: N-Quads to LCWD

Hi all,

The attendees of today's telecon resolved [1] to publish N-Quads as a LCWD.  Please express your displeasure within the next two days if you disagree.  Thanks.

The exact text of the resolution was:

RESOLVED: Publish N-Quads as a LCWD pending the inclusion of a clarification that the Datasets referred to in the document are a subset of RDF Datasets due to the lack of support for empty graphs and to include links to the test suite.

Gavin, can you please make the required editorial changes?  Gregg managed to find the link to the N-Quads test suite at [2], but the URL that should go into the document is [3].  Thanks.
