I produced a candidate CR version of Semantics at

I think that the only problem is:

It MUST include a link to a preliminary interoperability or implementation
report, or a statement that no such report exists.
Please verify. No candidate found (looking for links containing the word
'implementation' or 'interoperability'. Is another term used? Is there a
link to a statement that no report is necessary?


How should this be added?
