In case there is indeed a consensus (?!) on a "partial graph semantics", I added such a semantics to the document I made to accomodate all the possible cases. http://www.w3.org/2011/rdf-wg/wiki/TF-Graphs/Dataset-semantics-2.0 I don't think it's a good solution to put all those stuff in the semantics, but I try to provide solutions for everyone that are formally clean and implementable.
