Richard, I do not really want pursue a discussion about the charter. It does give us some leeway on how we do this (intentionally), so let us put it aside for a moment. Ok? Obviously, I do see value in defining the concept of datasets and whatever we consider as semantics around them. However, at the moment, we are still fighting with the issues of g-* and what is needed and what is not, what they mean and what they do not, and my feeling is that the concept of a dataset is further down the line. Hopefully we will have enough time to handle that. But, at the moment, I do not think we have an agreement in the group on what those (<uri>,G) things mean! It's confusing to see two _:a to mean different things without much stronger scoping intuitions (esp. We've found the ability to sensibly “merge” N-Quads files just by concatenating them, as well as other ad hoc string/line based operations, quite handy. If _:a in two different graphs means the same thing, then that's no longer possible, and we'd have to do the “standardize apart” dance.
