Hi all,

The Chairs have reviewed the responses to the subject CfC. There was no substantial discussion and all responses were positive.  Therefore, the CfC passes.

The document is clear for publication as a First Public Working Draft.  A formal transition request referencing this message will be sent to W3C management.
