I think that's a data-publishing requirement, and while it could find a place in the standard, it's a refinement of the broader Dataset notion. The broader notion of quads for RDF-Datasets is necessary for practical applications. Implementers need some way to uniquely identify sets of triples, and in the absence of need for provenance or resolution (which are provided by the database container/sparql endpoint) the use of the quad should be left alone. Even in web-space, data publishers need some flexibility in that 4th position, in order to stage and prepare data before releasing it to the web.
