See http://lists.w3.org/Archives/Public/public-rdf-comments/2011Dec/0000.html The Redland parser has "%expect 2". The grammar, as currently specified in the spec, is not LL(1). The SPARQL formulation does not require lookahead of greater than one. We (DAWG and non-DAWG members) spent quite a long time on tuning the grammar to work with minimal requirements.
