What has the IETF got to do with that? > If we the URI is of the form 'genid:XXXX', then it is a URI scheme. In which case it has to be registered. If we piggyback on top of an existing URI scheme: an example is http://.../.well-known/genid/afdasdfa alternative of Sandro which does require a registration, too, but that is easier. For other URI schemes: of course we can have an advise without registrations but there is then the remote possibility that, say, the association on basket-weaving will also decide to use genid as part of the URI name somewhere, so if an RDF engine sees that URI it cannot be 100% sure whether that is the skolemization of an RDF Bnode or the id of some strange artifact for baskets...
