Editing Section 5 (et al) of RDF 1.2 Semantics document

I’d like to start integrating the new semantics definitions in Section 5 of the RDF 1.2 Semantics document.
My plan is to leave as much as possible the original terminology and flow of presentation, but more consistent and overall simpler.
What is the best way to implement this, following a process where people can comment?
Later, there will be a revision of Sections 8. RDF Interpretations and 9. RDFS Interpretations, and of course appendix D on Reification.
