There was some discussion [last Friday] that it is hard to make progress 
without some notion of what use cases are to be handled.

https://github.com/w3c/rdf-ucr/wiki/Summary was generated quite some time ago 
and mentioned as ready for WG consideration but has not been taken up by the WG.
