Comments: 

I agree that a common baseline to compare proposals against is useful. [1]
is where we are right now and reasonably complete and readable and
therefore can serve that purpose. The fact that it captures more than the
bare minimum is a plus, as how else would one be able to compare the
ability of proposals to extend to the not so minimal needs. I disagree
however that future proposals would be "framed as modifications on that
proposal" - that restricts future work unnecessarily.
