ShEx (and Shape Expressions) has a particular view of validation (aka
constraint checking).  There are other views, for example as expressed in
TopQuadrant SPIN (http://www.topquadrant.com/technology/sparql-rules-spin/)
or Clark&Parsia Stardog ICV (see Validating Constraints in
http://docs.stardog.com).  A questionnaire starting from these other views
would probably look very different.

It is part of the job of the W3C RDF Data Shapes working group (see
http://www.w3.org/2014/data-shapes/wiki/Main_Page) to come up with something
that can handle a reasonable combination of these views.

PS:  The W3C RDF Data Shapes working group has not published a FPWD about
SHACL.  The only working draft in the works is for use cases and
requirements.  The fact that there are several documents that sort of claim
to be published working drafts appears to be an artifact of the W3C ReSpec
system.
