The XHTML 2 Working Group elected to extend the list to reflect real world usage (even in the absence of an @profile value). That extension work was done in the context of XHTML 2, however. It is unlikely we really considered whether it made sense to push those extensions back to XHTML 1.x. Given that XHTML does not impose any semantics on these values, I think we are safe to define the collection that we like the best. I suppose we could defer to the XHTML 2 Working Group on this issue.
