Such a CURIE spec would be violated by:
-  XML Namespaces (as described in a previous mail)
-  N3 (syntactic rules for the prefix)
-  Turtle (see above)
-  SPARQL (see above)

Indeed.  I would like CURIEs to be a superset of capabilities, which 
would be constrained by various environments, as needed.
