And this is most probably a Good Thing.  But I request that you 
distinguish between a spec for CURIEs in general, which should be 
written in such a way that it includes the various existing usages 
of foo:bar, and the RDFa spec in particular, which should explain 
how CURIEs will be used in XHTML.
