uniform "changes since LC" sections (Action-707 part 1 ...)

Hi all,

I started putting the "Changes since LC" section into the Update document, cf.

http://www.w3.org/2009/sparql/docs/update-1.1/Overview.xml#changes-since-lc

For completing ACTION-707, I suggest to put this in the same format (i.e move the different versions of how changes were summarized under
the same header and anchor, at the end of the Status sectionfor each document) across all documents, that is:

Since I won't get to this before Friday, if any of the editors has time to do it themselves for their reps. documents, 
feel free to follow the example.
