Test case structure document - status (ACTION-679 & ACTION-688)

I am just looking again over the test case structure document (Re: ACTION-679 & ACTION-688)

As for ACTION-679:
 1) SD tests: the link and text to the SD tests in README.html, cf. http://www.w3.org/2009/sparql/docs/tests/README.html#servicedescriptiontests
   is IMO fine.
 2) Fed Query tests:
   http://www.w3.org/2009/sparql/docs/tests/README.html#servicetests
   Didn't check this in detail, but looks ok to me.
 3) Protocol:
     I have put in stub text at http://www.w3.org/2009/sparql/docs/tests/README.html#protocoltests
     (linking to the description at https://github.com/kasei/sparql11-protocolvalidator)
 4) GSP
     I have put in stub text at http://www.w3.org/2009/sparql/docs/tests/README.html#graphstoreprotocoltests
     (linking to the description at http://www.w3.org/2009/sparql/docs/tests/data-sparql11/http-rdf-update/tests.txt)
 5) Entailment: I am happy with the text at
    http://www.w3.org/2009/sparql/docs/tests/README.html#entailevaltests
    for now.

While I think we may still want to improve this, at least the document now should serve as a single point of entry linking to all tests.
We still probably may want to add some text on http://www.w3.org/2009/sparql/docs/tests/README.html#howto
Shall we - for the moment - just add a note that implementers who want to run the test suite and produce implementation reports
and run into difficulties shall contact us for assistance?
