I've asked for a pub date, but haven't heard back.  Hopefully it'll be
the 13th, but if not, I expect it'll be the 15th.

Do we want to take out the cvs log before publication?   I'd be inclined
to, but don't really care.

Also, technically this is a First Public and Last Call Working Draft, so
we'll need to add some words to that effect.  I can do that.  The
pubrules checker will complain that FPWD's shouldn't have a "previous
version" link, but we can/should ignore that complaint.
