Re-Joining SPARQL

The revised SPARQL charter was approved.   Now every group participant
has to be added to the group by their AC Rep, again, confirming patent
status on the additional deliverables.

The email about this to AC Reps (member only) is:

The form they'll want to use is this:

W3C policy sets the duration for this re-joining at 45 days (regardless
of people's vacation schedules, alas).  If you don't re-join within the
45 days, you'll be removed from the mailing list (and technically out of
the WG) until do you re-join.

We now return you to your previously scheduled attempt to publish the
JSON Results Format.
